12/7/2002 - 24 Hour Advance Manifest Rule

U.S. Customs Service

The U.S. Customs Service has implemented a new 24 hour Advance Manifest Rule, that took effect on December 2, 2002 to be followed by a 60 day grace period, allowing the trade community time to implement the new procedures prior to U.S. Customs enforcement.

This will require significant changes to the shipment documentation process for all cargo moving by sea to the United States and also Canadian bound cargo that call a U.S. port or is transshipped via a U.S port will be subject to the 24 hour AMR.

The purpose of the new rule is to provide U.S. Customs visibility to origin bookings in order to better screen cargo beforeit is loaded on an export vessel. As it now stands, the carrier must provide U.S. customs with complete and accurate shipment details (as outline below) 24 hours prior to vessel loading.
In short, for the US Customs Service the Advance Manifest Rule will provide the basic guidelines to decide whether cargo is to be permitted to be loaded on board well in advance of it becoming a risk to U.S. security.

This ruling is now the bar by which security for continenal North American containerized cargo is now drawn. Therefore we are suggesting that L/C's and shipping orders be updated to include as always complete shipment details and clear commodity descriptions including HS codes as noted below.
